China Population urbanization trend is clearly concentrated in large cities, urban congestion has become an important argument to limit migration, but the policy control can solve the problem of urban-scale expansion is still worth exploring. Migration theory, theory and agglomeration economies are voting with their feet theory can not explain why there are differences in the cities and towns. Based on the accumulation of cash scarcity of resources and human capital analysis framework shows that the scarcity of resources and the realization of human capital accumulation decision convenience, thereby enabling a large urban population concentration trend is difficult to change. Under conditions of scarcity of resources, the two approaches are possible by increasing the number of metropolitan cities slowed expansion and reduce resource scarcity through economic development, thus contributing to more cities to improve human capital accumulation and net realizable convenience.
