On Human Capital Accumulation in Middle-income Stage / Gao Wenshu.
// Journal of Huazhong Normal University（Humanities and Social Sciences) 2014, Vol 53, N.5 p36-p42 With the coming of the “Lewis turning point” and the disappearance of ic dividend, China faces the risk of falling into the middle-income trap. Both and international experience show that human capital accumulation is one of the important strategies to step over the middle-income stage. The human capital accumulation in China confronts with such outstanding problems as the decline of education incentives, the uneven allocation of education resources, and the lack of higher education opportunities. To resolve the existing problems, drawing the lessons from Japan and South Korea, China needs to increase the public investment to education, optimize the structure of education investment, popularize higher education further, and constantly promote vocational education and on-the-job training and so on, to construct a solid human capital foundation to cross the middle-income stage
