The communitization of public service is a practical choice of national governance. Behind the communitization of public service stands the deep change of the demand and supply structure for public service, but the change of the supply structure lags behind the change of the demand structure. The fragmentation of public service in community manifests as the fragmentation of service information, service styles and service process, which is rooted in the governmental fragmentation influenced by several factors including function division, department interest, power relations and soft budget. The key for holistic governance of the fragmentation of public service in community is to coordinate and integrate the divisions of the government, and the most essential is to reallocate the power, interest and resources, to rebuild the demand-supply mechanism as well as to innovate service philosophy, service process, serving style and service skills

This article examines the status quo of village politics and then analyses the problems existing in rural governance,pointing out that there exists the phenomenon of fragmented governance in rural China.In view of the above-mentioned phenomenon,the article argues that only holistic governance can provide a solution to the fragmented governance.Holistic governance means the systematization,integrity,comprehensiveness,and cooperativity of governance in rural China,focusing on rural inhabitants with cooperation within governments and joint ventures among rural communities,society and market forces.Finally the article advocates three dimensions to build holistic governance mechanism.
