Grassroots Governance:A Discussion of Modernity——Diachrony of Modernization of Grassroots Governance / Zhou Qingzhi. // Journal of Huazhong Normal University(Humanities and Social Sciences) 2014, Vol 53, N.5

From the perspective of history, grassroots governance is a process of political modernization which constructs the structure of authority and promote the ability of social mobilization and social control. As to the modernization of grassroots governance, governance is not only involved in the legalization of institution, but also institutional change. The latter is more essential due to that the adaptability of institution roots in its long history and magnificent culture. Only by explaining the phylogenetic meaning of the modernization of grassroots governance,and by discerning the value and significance of institutional change in grassroots governments in the historic process of the modernization of national governance in China, and the meaning of institutional change to the development of China’s democratic politics, can we make sure the institutional environment and developmental direction for the mod.ernization of grassroots governance, which includes restricting local authority and dividing its power, rather than strengthening its authority and accumulating its power, returning the power to the community and the society, governing by grassroots’ self, broadening political participation, and put the power of basic local governments under the intendance and restriction of the society

中国佛教的现代性变迁伴随着"西学东渐"而展开,无论在佛教界、学界、居士界都有明显的现代性变迁痕迹并显示出具有中国佛教自身特点的理性化与世俗化发展模式。从佛学思想观念之变与佛教发展的社会调适这两个维度来看,中国佛教的现代性向度可概述为三个层面:在观念层面,西方现代理性思维及现代性观念对中国佛教思想产生的影响,表现为中国佛学的现代诠释与融通多附会西方现代性观念以及佛教内部进行理性化的自我批判与反批判;在社会层面,近代中国佛教开始谋求自身与现代社会的契合,这在佛教界主要表现为以太虚为代表的"人生佛教"及其弟子推行的以"人间佛教"为目标的佛教改革运动,在居士界则主要表现为居士佛教世俗化教团组织的建立以及积极参与社会慈善活动等;在研究方法上,开始用西方的现代学术研究方法替代"信解行证"的传统方法,这一佛学研究方法的变迁既是中国佛教现代性的一部分,同时也促进了佛学的发展.

当代中国的新奇建筑,集中表现了在现代化与全球化浪潮中地方性的"瓦解"及其所带来的深层文化危机。建筑与生活和历史脱节,从而意义流失,它以一种最直观和普遍的方式彰显了现代性的迷失。从哲学的角度来说,现代性建筑的问题不是这种形式或那种形式的问题,而是营造理念的问题。今天的建筑理论和实践需要重建建筑与地域的联系,而批判性营造诗学通过反思营造与历史的联系为此提供了一种可能。在当代,批判性营造诗学需要直面两个问题:一是营造活动的整体性,它强调营造不是独立的活动而是在特定政治经济过程中的权衡、建筑知识不是纯粹的理智而是源自生活需要的智慧、营造所处理的对象反映的是整体性的关系。二是营造的诗学品质,它在营造活动中体现为人类学的感受力、历史学的敏感性与地理学的想象力。

With China gradually fell into the abyss of colony and semi-colony of foreign powers during the second half of 19th Century,Chinese intellectuals realized that Chinese modern state-building must base on the project of citizen-building which could be achieved by translating Western"citizen"concept.The translation of citizen concept in China roughly experienced three periods from the mid-19Century to the May 4th Movement which happened in 1919:the period of multiple translation approach,the period of statist approach and the period of individualist approach.During these periods,not only"citizen"was translated into different Chinese terms,but also was endowed with different connotations.These terms and connotations reflected different Chinese modern state blueprints intellectuals envisaged.The translation of"citizen"in China exhibited that the translation of an important political concept is not just a literal process between different languages,but also an important political movement of questing for"modernity".

"启蒙"作为一种现代性话语,其衍生与发展的基本语境源于西方社会。与西方的现代性进程相比,中国现代性的发生源于外部压力,呈现出非自主的性质。如何将西方的启蒙话语置于中国社会的土壤中,是近代以来中国思想界所要面对的问题。马克思主义不仅仅是现代性的产物,同时也是在现代性与资本主义高度发达的社会背景下对西方现代性进行反思与批判的产物,因而具有启蒙与批判的双重特质。对中国而言,马克思主义所具有的启蒙与现代性批判的双重内涵,可以为中国的现代性进程提供可靠的理论支撑。
