Social construction,management and governance have been successively put forwarded meaning that the cognition of rules in social development is gradually deepening.The relationships include relationship in levels,intersection relations in content and difference in practice."Legal frontier project""Beichuan style"and"Fengqiao experience"are rural governance styles appeared in this policy discourse transformation.Through comparing those represent cases,The conclusions are that these typical cases make some reformation and innovation to the original management system,but most cases are facing subsequent development of fatigue,so rural social governance from the innovation to the normalized management needs to crack problems are:transforming the concept from management to governance,establish long-term collaborative linkage in government mechanisms,innovation platform and social autonomy compatible.

In modern times,a big historic issue facing China has always been a change from the traditional top-down rule by the state power to the modern pluralistic governance.Since the opening and reform,and with the transition in economic system and the transformation in social structure,an exigent need for innovating the institution of social governance has been brought forth by the evergrowing diversification of interests and social diversity.To innovate the institution of social governance and to improve the manners of social governance means not only the need to perfect the construction of governmental agencies,but also the need to institutionalize,normalize and legalize the NGOs,so as to integrate them into the institution.Between the state power and its citizens,we should have a healthy interaction,which is institutional,normal,legal and on the base of rule of law and respect of a citizen’s right.

"小官"是指从事基层行政运作的乡镇基层干部以及基层群众自治组织中的村干部,他们是基层治理的参与者和执行者,或多或少掌握着资源的分配权和使用权。"小官贪腐"发生在政府与社会之间的资源配置和使用领域,乡镇基层干部包括村干部的职权行为处在国家权力与社会权利的交汇场所。"小官贪腐"反映的是乡村治理制度的异化,即乡镇政府部门在功能、结构乃至运行机制上与正式制度之间产生偏离,也表现为乡镇政府与基层社会之间关系上的异化。解决"小官贪腐",根本在于确立基层权威的社会授权来源,进一步完善社会治理,从而使国家权力的行使和社会权利的保障建立在法治原则和制度化的基础上。

Compared with rural governance,the Chinese urban authorities have created a set of military technologies to manage communities with the main content of which is human body control.After the founding of the PRC,the urban community management method has experienced the transition from the experience method to the administrative method.With the change of social structure and the transformation of the concept of national governance,the administrative method cannot effectively realize community governance and the mission of residents"autonomy for its lack of flexibility.The constraint of the administrative method of community governance is difficult to adapt to the development of the country and society.From the angle of residents"needs,the contemporary urban community governance needs a professional approach which is more fine and rational.The general introduction of governance technology can not only promote the improvement of the level of community governance,but also change the mode and degree of the interaction between the state and society.
