We investigated the citizens’ language ecological situation in central plains by questionnaires and talks to seek information about citizen language ability during the urbanization of central plains.Based on the survey,we analyzed the conditions of the citizens’ language usage,language ability and language attitude so as to put forward strategies for language communication,language variation and language identity during the urbanization process,aiming to serve the economic development in central plains.

With the deepening of China’s urbanization process,NIMBY(Not in My Back Yard)conflict is constantly upgrading,which has caused negative influence on project construction,economic development and social operation.At present,scholars in the theoretical circle place emphasis on studying its reasons in the legal,administrative,economic etc.aspects,but they neglect the important role played by civic literacy and behavior in the conflict.Based on this,from the perspective of"civility",the paper applies 8observational variables and 21 measuring indexes to conduct a comprehensive systemization and comparative analysis of 10 typical cases and rethink about the generation mechanism of NIMBY conflict.As indicated by the results,"cognitive factor"is the foundation that forms the conflict,"skill factor"is the support of rational development of the conflict and"moral factor"is the key to resolve the conflict.Only by making proper use of civic skills,fulfilling public liabilities and abiding by public moralities while advocating legitimate rights can citizens break through the vicious cycle of NIMBY conflict fundamentally.

Land-lost peasants’ marginalization has become a serious social problem with the rapid development of urbanization.The reason why this group was marginalized wasn’t urbanization.Firstly,the educationd level,income and other limits of self-conditions became the personal reasons for the marginalization of land-lost peasants.Secondly,the changes in the way of work and life were the environmental reasons for the marginalization of land-lost peasants.The last reason was the institutional defects in the rural land expropriation system and land property right system.

Small size schools are the mini teaching agencies as the composition of public services located at remote rural areas,which have been marginalized for a long time because of the impact from the existence of the urban-rural dualistic structure and perception of economies of scale,for example,they are not counted as schools,without clear property and enough operation fund.Nowadays,although the country is putting efforts to develop rural education,the existing value of small size school is doubted because of the going up of urbanization.This article,based on the analysis of 20yearsdata,finds that policies are the key factors to result in the amount change of small size schools,and urbanization can cause some small size schools merged into other schools and also can lead the bigger schools turning into smaller schools.The experience of developed country shows that small size schools and multigrade teaching ensure equal and better education for students no matter where they reside.We must give rural small size schools equal status,rethink the value of multigrade teaching,and skew more funding towards small schools.

The comprehensive urbanization level of urban agglomerations continues improving and it appears as a gradient pattern which downstream area of the Yangtze River is higher than the midstream area and then even higher than the upstream area;in addition,its spatial difference gets more significant after peak-to-trough swing.There are distinct spatial difference and dynamic evolution characteristics among the four subsystems of urbanization.The gap between the nine urban agglomerations on the urbanization is mainly reflected in population urbanization and land urbanization.The difference of economic urbanization and society urbanization between upper reaches and the lower stream is especially apparent.Market mechanism have significant effects on urbanization and the influence of governmental mechanism,internal mechanism and external mechanism are relatively weaker.To advance the balanced development of urbanization in urban agglomerations of Yangtze river economic belt,we should focus on population urbanization and better play the role of the government mechanism.
