The increasing disputes in maritime rights and interests highlight the strategic importance of our safeguard of maritime sovereignty.In the course of reconstructing the Geopolitical plates,there are certain new strategies that other countries have interfered and contained China,including violate Chinese maritime rights as well as make international maritime disputes.To promote maritime consciousness of all and improve the tactics of maritime power,we should construct constant maritime strategic system which includes three key points——maritime culture,maritime political strategy and international law.Our maritime political strategy should be an inclusive unity of rules and ideas which possesses extremely explanatory power.That’s to say,it should overcome the simple rules of international law and the ordinary national sentiment.

Engaging aircraft to transport dangerous substances and escaped convict in an illegal manner are two kinds of transportation crimes added by Beijing Convention when revising traditional International Aviation Security Conventions.As a party of Beijing Convention,China is obliged to fulfill its obligations under the convention by fighting against such crimes through transformation of domestic criminal law.Hence we do not only need to analyze the criminality of such operation based on the theory of Chinese criminal law to establish a foundation to make a legislative response,but also need to compare relevant accusations in light of criminal law so as to guarantee the connection between the Convention and our criminal law.
