As language and characters are the carriers of information and knowledge,the development of the information processing concerning Yi language and characters is an important issue for its modernization and informationization.Since the 80’s of the last century,the information processing of Yi characters has made ground-breaking progress.In the 21st Century,more progress has been achieved and an integrated system of the information processing skills of Yi characters has been set up.Meanwhile,Yi websites have been established and consecutively put into use.These factors have facilitated the development and promotion of Yi language and characters.

In modern times,a big historic issue facing China has always been a change from the traditional top-down rule by the state power to the modern pluralistic governance.Since the opening and reform,and with the transition in economic system and the transformation in social structure,an exigent need for innovating the institution of social governance has been brought forth by the evergrowing diversification of interests and social diversity.To innovate the institution of social governance and to improve the manners of social governance means not only the need to perfect the construction of governmental agencies,but also the need to institutionalize,normalize and legalize the NGOs,so as to integrate them into the institution.Between the state power and its citizens,we should have a healthy interaction,which is institutional,normal,legal and on the base of rule of law and respect of a citizen’s right.
