The imbalance in China’s industrial structure is,to some extent,due to its governmentdominating economic model.And it is worth discussing how this influence works and differs among regions.The effect of government behavior on the balancing of industrial structure will be made possible with the following government behaviors;First,the fiscal expenditure of local governments has an immediate effect on local economy;and Second,local governments cast their indirect influence on state-owned economy through their intervention to adjust industrial structure.With an empirical analysis based on China’s provincial panel data,this paper shows how the effects work and differ among regions.It is clear that the governments’ adjustment efforts in their policies of industry structure should be of difference in difference regions.

Based on spatial method,we can explore spatial distribution of producer service agglomeration and manufacturing agglomeration in China’s 285 cities from 2004 to 2011.The result shows that there are dual agglomeration of producer services and manufacturing in China which concentrate on Jing-Jin-Ji,Yangtze River Delta and Pearl River Delta.Spatial effects of producer service agglomeration and manufacturing agglomeration are significantly negative and government behaviors have different positive influences on producer service agglomeration and manufacturing agglomeration.Therefore,the governments should moderately intervene relative affairs and make different policies according to the different characteristics of egional industry clusters.
