Around 1924,representative organs of two different kinds co-existed in Sun Yat-sen’s plan for constructing the Republic of China. One was the permanent organ consisting of the areal representatives,and the other was the non-permanent organ consisting of the occupational representatives. This paper is to analyze the organizational principle of these two kinds of representativeorgans,and the relationship in between. With the same working principles and yet different functions,the two may logically be taken as the forerunner of the People’s Congress and Political Consultative Conference in the PRC.
