Criteria used to determine "illiteracy” in this paper are adopted from Decisions and Circulars If Vietnam Ministry of Education and Training. According to a survey conducted in January 1013 on 645 people, the actual illiteracy rate (including recurrent illiteracy and illiteracy) of four villages of these two communes is as high as 46.20%. If the standards set by Vietnam Ministry of Education and Training in Circular No. 14 - GDDT in 1997 is applied, these places cannot be considered basically free from illiteracy.

The paper presents the three major milestones that Chinese as a Second Language(CSL)education has achieved recently in Hong Kong:(1)CSL education has been made compulsory in international schools;(2)the first CSL curriculum and policy has been implemented for ethnic minority students,and(3)the certified vocational CSL courses have been provided for CSL students for the first time.With the expansion of the educational scale in schools,and the development of curriculums and policies,CSL in Hong Kong is also facing more significant challenges.Based on in-depth observations,the paper provides five practical suggestions on the future development of CSL education in international schools,local schools and vocational schools there.It has also stressed the special characteristics of CSL teaching and learning,which is to ensure a long-term and sustainable development of CSL education in Hong Kong
