With Shanghai Bank Association’s appeal and active participation,the Beijing government made a systematic reorganization on domestic debt in the 1920sso that the increasingly serious debt crisis eased and financial markets had become increasingly active. Shanghai Bank Association’s comments and suggestions on the domestic debt reorganization were appreciated and adopted by the government,which played a decisive role and also had a certain impact on the banking business. In this process, Shanghai Bank Association gradually realized that only to build a solid internal funds can they truly protect the interests of the industry and stabilize the financial markets.It then further broadly contacted the forces of the financial circles and social sectors to prepare to build an organ to supervise the domestic debt, which hoped to restrain the government’s power and regulate the financial operation order.All these revealed the logic of collective action of modern Chinese businessmen group and their methods of institutional demands,and also the multiple interactive relationship between the state and the society in modern China.
