"ü" is the difficult section of teaching Chinese. The Pinyin "ü" test of Chinese learners rom different stages, shows that the phoneme [y] itself is not a pronunciation puzzle, but current pinyin rule is the root reason of "ü" high failure rate. The Chinese Pinyin Plan is different with current Chinese international communication. The spelling rules of pinyin "ü" seriously go against the current Chinese teaching and communication. The solving strategy is to replace Pinyin "ü" by the letter "v" in phoneme [y].

Further reforms of Chinese teaching in primary and middle schools in Xinjiang pose the following serious challenges to universities in Xinjiang in preparatory Chinese teaching:polarization of Chinese knowledge among pre-university students,uneven development of Chinese skills,lack of professional Chinese teaching,poor humanistic quality education and so on. However,effective countermeasures are found listed as follows:compiling a series of course books,bettering curriculum system,conducting teaching on the basis of majors,Chinese levels and phases,increasing professional Chinese teaching,carrying out online Chinse teaching and enhancing humanistic quality education.
