| In modern times,a big historic issue facing China has always been a change from the traditional top-down rule by the state power to the modern pluralistic governance.Since the opening and reform,and with the transition in economic system and the transformation in social structure,an exigent need for innovating the institution of social governance has been brought forth by the evergrowing diversification of interests and social diversity.To innovate the institution of social governance and to improve the manners of social governance means not only the need to perfect the construction of governmental agencies,but also the need to institutionalize,normalize and legalize the NGOs,so as to integrate them into the institution.Between the state power and its citizens,we should have a healthy interaction,which is institutional,normal,legal and on the base of rule of law and respect of a citizen’s right. | |

| 自近代以来,中国就面临一个社会治理现代化的重大历史课题,即从传统的自上而下的国家权力统治向现代社会治理(多元主体共治)转型;而改革开放以来,随着经济制度的转轨和社会结构的转型,利益的日益多元化和社会多样性,更是提出了创新社会治理体制的迫切要求。创新社会治理体制、改进社会治理方式不仅要完善体制内的社会组织建设,更重要的是将体制外的社会组织制度化、规范化、法治化,以此为基础将其纳入到体制中来,在法治约束和保障公民权利的基础上建立起公共权力与公民之间制度化、规范化与法治化的良性互动关系。 | |
