| Reform and improve the existing township administrative hierarchy, not just the voice of theorists, but also the reform of township administrative system defects and improve the management efficiency of the practical needs of the county, it is canceled after the agricultural countries to implement the "project based management" approach, a new rural development and industrialization, information technology, urbanization, agricultural modernization strategy to accelerate the development of "Forced" effect results. Therefore, further study and analysis of this issue, for the promotion of the township administrative reform has important theoretical and practical significance of governance and enhance the effectiveness of the county. The adjustment and reform of county-level structure, needs to be market-oriented, information technology, industrialization, urbanization, farmers and rural people of New features and county hierarchy settings and unreasonable administrative divisions, county authority and township (within the town) dual demands of autonomy and other administrative systems external environment changes as a prerequisite to a reasonable definition of county responsibilities, rights, benefits, and other administrative decisions to share the risks and costs as the core, the reality of the geographical conditions and practical difficulties for Nature and Humanity foundation. | |

| 改革和完善现行乡镇行政管理层级结构,不只是理论界的呼声,也是改革乡镇行政体制弊端与提升县乡治理效能的现实需要,更是农业税取消后国家所实行的"项目制治理"方式、新农村建设以及工业化、信息化、城镇化、农业现代化加快发展战略"倒逼"作用的结果。因而,进一步探讨和研究这一问题,对于推动乡镇行政体制改革与提升县乡治理效能具有重要的理论和实践意义。而县乡层级结构的调适与改革,需要以市场化、信息化、工业化、城镇化、农民市民化与农村工作新特点以及县乡层级结构设置和行政区划不合理、强县扩权和乡(镇)自治双重诉求等的行政系统内外部环境变化为前提,以合理界定县乡责、权、利以及分担行政决策风险与成本等为核心,以各地域自然与人文的现实条件和实际困难为基础。 | |
