The development of urbanization and new policy of household registration reform bring about great challenges to the mapping of schools in compulsory education. Since the new round redistribution of schools in compulsory education starting in the year 2001, there exist many empty primary-secondary schools in rural areas and large-scale classes in urban primary-secondary schools, which make it necessary to do great change and transformation in the redistribution policy. Nowadays, there are some misconceptions greatly influencing the decision-making in local education. In order to clarify all these misconceptions, this paper, basing on the practice of schools redistribution, through combing current literature, from the angle of the redistribution connotation, influencing factors, implementation methods, implementation effect and problem-solving, discusses the knowledge and value choice for the redistribution policy-making and its implementation

More and more rural population and school-age children are transferring to towns during the civilization in China,which leads to great pressures to urban education,such as huge size classes in urban schools on one hand,and which on the other hand,results in less school-age children in rural schools and more small-scale schools and small size classes in rural areas.According to our survey in 4 provinces in the middle and western part of the country,this paper found out the problems of county territory compulsory education are:how to deal with the polarization of school scale in urban and rural schools?How to supply enough educational opportunity for every rural school-age child and also with good educational quality?How to promote the balanced development of compulsory education in urban and rural remote areas in the same county?This paper analyzed and discussed these problems and then put forwards some countermeasures.
