Small size schools are the mini teaching agencies as the composition of public services located at remote rural areas,which have been marginalized for a long time because of the impact from the existence of the urban-rural dualistic structure and perception of economies of scale,for example,they are not counted as schools,without clear property and enough operation fund.Nowadays,although the country is putting efforts to develop rural education,the existing value of small size school is doubted because of the going up of urbanization.This article,based on the analysis of 20yearsdata,finds that policies are the key factors to result in the amount change of small size schools,and urbanization can cause some small size schools merged into other schools and also can lead the bigger schools turning into smaller schools.The experience of developed country shows that small size schools and multigrade teaching ensure equal and better education for students no matter where they reside.We must give rural small size schools equal status,rethink the value of multigrade teaching,and skew more funding towards small schools.
